Finland and Ukraine are strengthening their cooperation in promoting cyber security and cyber protection. The countries signed a Memorandum of Understanding (MoU) agreement, which aims to reinforce collaboration, facilitate sharing of best practices and technical information between countries cyber security authorities.

The MoU was signed 27th May at the Finnish Embassy in Tallinn Estonia by the Chairman Mr. Oleksander Potii of the State Service of Special Communications and Information Protection of Ukraine (SSSCIP) and Director General Mr. Anssi Kärkkäinen of the Finnish National Cyber Security Centre NCSC-FI. The NCSC-FI is part of the Finnish Transport and Communications Agency.
Chairman of SSSCIP Oleksander Potii thanked the Finnish partners for the cooperation and support they provide to Ukraine. "We deeply value the partnership between our countries and are glad it is reaching a new level. We are ready to share the knowledge and experience we have gained in countering enemy cyberattacks with NCSC-FI. This is our joint effort in shaping a secure cyber environment."
Director General of the NCSC-FI Anssi Kärkkäinen stressed the importance of signing this MoU with SSSCIP: "The signing of this MoU represents a significant milestone in enhancing collaboration between our organizations. We deeply appreciate the expertise and insight that SSSCIP contributes, and we are confident that this cooperation will enhance the security and resilience of both nations through concrete projects and the exchange of critical information," Mr Kärkkäinen states.
The Participants may carry out joint activities in the following areas:
- exchange of information on cybersecurity policies, procedures and best practices;
- exchange of information on cyber incidents, cyber-attacks, and cyber threats;
- reporting cyber incidents, including attempts to violate information security;
- providing advisory, information assistance in resolving and investigating cyber incidents and eliminating their consequences;
- exchange of mutual recommendations and best practices about cyber threats to improve respective cyberincident management systems, response systems and recovery after cyber incidents;
- other areas determined by the Participants within their competence.
