Tietoturva 2022 -seminaarin puhujat

Liikenne- ja viestintäministerinä Timo Harakka pitää keskeisimpänä teemana nopeita, luotettavia yhteyksiä, niin liikenteessä kuin verkoissa. Liikenne muuttuu palveluksi ja digitalisaatio on kaiken ytimessä. 5G- ja 6G-verkot, kyberosaaminen ja maailmanluokan it-taidot ratkaisevat Suomen menestyksen. Janis Sarts is a Director of the NATO Strategic Communications Centre of Excellence (Riga), - a multinational, cross – sector organisation providing comprehensive analysis, advice and practical support in strategic communications to the Alliance and the allied nations. Prior to that, he has been the State Secretary of the Ministry of Defence, Latvia for a bit more than seven years, - leading defence sector reforms during an economic crisis period, developing a new state defence concept, and encouraging regional defence cooperation within NATO and the EU. He has also led the Latvian Government’s efforts to increase its security and defence in cyberspace. As Chair of the National Cyber Security Board, he was responsible for formulating and overseeing the implementation of Latvia’s cyber security policy, as well as for overseeing the work of the National Information Technology Security Incident Response Institution – CERT.LV.

Mart Noorma is the Director of NATO CCDCOE starting from August 2022. Prior to joining CCDCOE, Mart Noorma has led innovation and digital transformation at several organizations. He has served as the Science and Development Director of Milrem Robotics and the Vice Rector of Academic Affairs, the Head of Space Technology Department, and the Professor of Space and Defence Technology at the University of Tartu. Mart Noorma has also worked at the National Institute of Standards and Technology (NIST) and the Helsinki University of Technology, where he obtained the degree of the Doctor of Science in Technology in 2005. Mart Noorma has been actively engaged in NATO, EU, and international cooperation on innovation and novel technology development. He has been a member of the NATO Advisory Group on Emerging and Disruptive Technologies, the NATO STO Applied Vehicle Technology Panel, the EEAS Space Advisory Board, and the IEEE Autonomous Weapon Systems Expert Advisory Committee. Mart Noorma is a voluntary member of the Estonian Defence League.

Tietoliikennetekniikan Diplomi-insinööri (M.Sc.) Hartikainen toimii Infrastruktuuriosaston va. johtajana 1.5.2022 lähtien, aloittanut HVK:ssa 2020. Vastuualue: digitaalisuuteen ja kyberturvallisuuteen liittyvä kehitystyö Kyberturvallisuuden varautumispäällikkö, Digitaalinen Turvallisuus 2030 -ohjelman päällikkö ja Digipoolin yhteysjäsen. Hartikainen on aiemmin toiminut 13 vuotta Kyberturvallisuuskeskuksessa (ent. Viestintävirastossa) mm. tilannekuva-yksikön päällikkönä, tilannekuvakoordinaattorina, tietoturva- ja tietoliikenneasiantuntijana

Miettinen toimii digijohtajana Kuopion Energia -konsernissa. Hänen vastuullaan on muun muassa kyberturvallisuuden kehittäminen. Hän on opiskellut tietojenkäsittelytiedettä (M.Sc.) ja kyberturvallisuutta (M.Eng) ja on EU DSO Entity Cybersecurity EG:n jäsen.

VTM Suunnittelu- ja analyysiosaston johtaja 8/2021 lähtien. Vastuualue: ennakointi- ja analyysitoiminnan johtaminen ja kehittäminen sekä yhteistyö sidosryhmien kanssa, erityisesti kansainvälisesti mm. EU- ja Nato-tasolla. Hagelstam on aloittanut loittanut HVK:ssa tutkijana 2003-2007. Huoltovarmuusasiain erityisasiantuntijana Suomen Nato-edustustossa 2013-2019, 2020 lähtien erityisasiantuntijana suunnittelu- ja analyysiosastolla ja sitten HVK:n johdon strategisen tuen päällikkönä. Työskennellyt mm. erikoistutkijana puolustusministeriössä, erityisavustajana EU-parlamentissa ja erityisasiantuntijana ulkoministeriön Nato- ja EU-edustustossa.

Sigurður Emil Pálsson is a Researcher in the Operations Branch of the CCDCOE since August 2022. He is posted to the NATO CCDCOE from the Defence Directorate of the Icelandic Ministry for Foreign Affairs. Sigurður has a 36-year career in research and coordination of scientific projects related to emergency preparedness, international cooperation and exercises. From 1986 to 2013 he was managing projects related to radiological and nuclear threats and accidents. This included responding to the Chernobyl nuclear accident and taking part in the international revision of emergency management that followed and responding to the incident in the Fukushima nuclear power plant in 2011. After 9/11 work included also domestic and international technical cooperation with law enforcement to counter terrorism. Since 2013 Sigurður has been working in Icelandic ministries on cybersecurity, leading the development of two national cybersecurity strategies, being representative of Iceland in international steering committees on cybersecurity, including the ENISA Management Board (2018 - 2022). He was also the chair of the Icelandic Cybersecurity Council 2015 - 2022, involving cooperation between ministries and with the public sector, industry and academia. Sigurður Emil Pálsson has a B.Sc. in physics, an M.Sc. in radiation and environmental protection and a Ph.D. in assessing the environmental effects of atmospheric nuclear testing. Resilient computer systems have been a part of Sigurður’s work for a long time, he did his first hacking in 1974.

Atte Palomäki (VTM) on toiminut teknologiayhtiö Wärtsilän viestintä-, brändi- ja markkinointijohtajana sekä johtokunnan jäsenenä vuodesta 2008 alkaen. Hänen johdollaan viestinnästä ja brändistä on tullut Wärtsilässä strateginen voimavara, joka tukee liiketoiminnan tavoitteita ja visiota sekä rakentaa yhtiön mainetta pitkäjänteisesti. Wärtsilän viestinnässä on panostettu monikanavaiseen digitaaliseen vuorovaikutukseen sekä johdonmukaiseen sisällöntuotantoon. Wärtsilän kirkas brändistrategia edistää yhtiön tavoitetta olla puhtaan teknologian globaali edelläkävijä. Johtokunnassa Palomäellä on ollut keskeinen rooli mm. brändin asemoinnissa, yritysjärjestelyissä, liiketoiminnan transformaatiossa sekä kriisitilanteiden hallinnassa. Ennen Wärtsilään siirtymistään Palomäki on toiminut Nordeassa viestintäjohtajana (2005-2008) ja hänellä on 15 vuoden ura toimittajana mm. Kauppalehdessä, MTV3:ssa, Ilta-Sanomissa sekä Suomen Tietotoimistossa.

Kyberturvallisuuskeskuksen johtava asiantuntija Juhani ”Jussi” Eronen on kulkenut CERTin matkassa sen alkuajoista lähien. Matkan varrella Jussi on ollut mukana ratkomassa monia Suomeen osuneista isoista kybertapauksista. Samalla alati muuttuvat uhat ja tarpeet ovat vaatineet uusien toimintojen ja järjestelmien kehittämistä ja pyörittämistä.

Valtiotieteiden maisteri (ent. kandidaatti) Känkänen on toiminut Huoltovarmuuskeskuksen toimitusjohtajana 1.9.2020 lähtien (va. tj. 4/2020 alkaen). Aiempi työura: työ- ja elinkeinoministeriö: EU- ja kansainvälisten asioiden johtaja 2016–2020, osastopäällikkö 2016, yksikön päällikkö 2011–2015, teollisuusneuvos 2008–2010. Tätä ennen Känkänen on toiminut mm. 2005-2007 kauppa- ja teollisuusministeriön yksikön apulaispäällikkönä ja vuosina 1996–2005 Euroopan komission hallintovirkamiehenä.

Executive Director of CERT-EE Information System Authority Republic of ESTONIA Since June 2018 Tõnu has worked as the Executive Director of CERT-EE (national CERT of the country). He has made his primary goal to make Estonia as resilient as possible to any form of cyberattacks. He has worked for the government for over 13 years, most of that time in Home Affairs. During his time working for the IT agency of the Ministry of Interior he held the following positions: Chief Strategy Officer and Chief Quality Officer dealing with the long-term strategic planning and finances of IT systems and their quality. In addition, the years include work as a diplomat in Brussels holding a position of Counsellor IT systems for Justice- and Home Affairs. During his employment he was seconded to the EU IT Agency (eu-LISA) as a Seconded National Expert (SNE) for two years providing the institution with the expertise in policy matters concerning Home Affairs. During the second year he led the Smart Borders project allowing Europe to develop more solid border checks. Tõnu has also advised European Commission on the SIS II (Second Generation Schengen Information System) project as a member of the Global Program Management Board (GPMB) appointed by the Council of the European Union.

Rikoskomisario Marko Leponen toimii Keskusrikospoliisin verkkorikostorjuntayksikössä vakavien, kansainvälisten ja järjestäytyneen verkkorikollisuuden tutkinnanjohtajana. Leposen toimenkuva pitää sisällään myös merkittävässä määrin sidosryhmäyhteistyötä yhteiskunnan eri toimijoiden kanssa. Yhteistyöllä pyrimme rakentamaan yhä vahvemmin suojautunutta yhteiskuntaa ja olemaan sen aktiivinen kehittäjä.
